Welcome to the University of California, Riverside Extension course "Safety and Security in Hazardous Materials Transportation".

This course is intended to provide up-to-date information on the federal and state regulations governing the transportation of Hazardous Materials (HazMat) and Waste. Topics include an in-depth review of Title 49 of the Code of Federal Regulations (49 CFR) as it applies to the transportation of HazMat and waste (i.e. proper preparation of shipping papers; labeling, marking, and placarding requirements; safe loading of hazardous materials; and selection of appropriate packagings). The new training and transport security requirements are also included.

This course is designed primarily for employees who have responsibility for preparing shipments of hazardous materials for transportation, preparing shipping documents for hazardous materials, or those who perform any other function relating to the safe transportation of hazardous materials.

Course Goals and Objectives

Course Goal:

To assist those involved in the transportation of Hazardous Materials and Waste in understanding the Federal and State, laws and regulations, governing that activity.

Course Objectives:

Upon completion of this course the student will be able to:
1. Explain, in writing, the basic source of constitutional and statutory authority for the regulation of Hazardous Materials and Hazardous Waste, in transportation, at the Federal and State level.
2. Explain, in writing, the organization and construction of Title 49 Code of Federal Regulations (CFR) and Title 13 California Code of Regulations (CCR) including: Title, Subtitle, Chapter, Subchapter, Part, Subpart, Section, Subsection, Subsubsection, Paragraph, Subparagraph, Subsubparagraph, Division and Article.
3. Prepare a shipment of Hazardous Material, or Hazardous Waste, for transportation in compliance with Title 49 CFR, Title 13 CCR and applicable laws. This will include:
a. Preparing appropriate shipping documents (Hazardous Materials Shipping Papers or Hazardous Waste Manifests) with all entries required, and in the manner prescribed by Title 49 CFR, Title 13 CCR and applicable laws;
b. Properly loading Hazardous Materials in compliance with the compatibility requirements of Title 49 CFR, Title 13 CCR and applicable laws;
c. Properly marking and labeling a package of Hazardous Materials, or Hazardous Wastes, in compliance with Title 49 CFR, Title 13 CCR and applicable laws;
d. Properly placarding a vehicle transporting Hazardous Materials, or Hazardous Wastes, in compliance with Title 49 CFR, Title 13 CCR and applicable laws;
e. Knowing the duties of the shipper, carrier and vehicle operator in the event of an accident as established in Title 49 CFR, Title 13 CCR and applicable law.
4. Explain, in writing, the security risks associated with Hazardous Materials transportation and possible responses to those threats.

Standard:

The accomplishment of these objectives will be demonstrated by the student completing a work project (shipping paper exercise), as well as a 25 question multiple choice mid-term and a 25 question multiple choice final written examination. Given a copy of Title 49 CFR, Title 13 CCR and applicable laws, the student will complete each examination within two hours, with a minimum of 70% accuracy. The project must be completed within two weeks of the assignment, also with a 70% accuracy.
